Excise Executive Wing

Executive wing monitors functioning of JKEL1, JKEL1-A, JKEL2, JKEL3, JKEL4, JKEL5, JKEL7 licences, issue import/export transport permit.The functioning of this wing is monitored by Dy. Excise Commissioner Executive assisted by Excise & Taxation Officer of various ranges i.e City Excise Range South/North, Doda-Udhampur Range, Rajouri-Poonch Range, Jammu-Kathua Range and Kashmir Range. Excise establishment on these wing consists of Inspectors, Sub-Inspector and Excise guards. The numbers of these officials may vary from time to time depending upon the requirement of the range/sub range. These ranges are further divided into subranges which are supervised by Excise Inspector of the subrange.

IMPORT/EXPORT TRANSPORT PERMIT:

Permits for the transport or intoxicating drugs may be issued by the Dy. Excise Commissioner Executive . Such permits shall be either general for definite periods and kinds of liquor or intoxicating drugs, or special for specified occasions and particular consignments only. Each permits shall specify:-
a)    the name of the person authorized to transport liquor of intoxicating drugs,
b)    the period for which the permit is to be in force,
c)    the quantity and description of liquor or intoxicating drugs for which is granted, no liquor or intoxicating drug shall be imported into the Jammu and Kashmir State except after payment of any duty to which it may be liable under this Act, or execution of a bond for such payment.

The Excise Commissioner may cancel or suspend any licence or permit:-

a)    If any fee or duty payable by the holder thereof be not duly paid;
                                        or

b)    In the event of any breach by the holder of such licence or permit,
                                         or

c)    If the holder thereof is convicted of any offence against this Act or any   other  law for the time being in force relating to the excise revenue;
                                         or

d)    If the holder of the licence or permit resorts to illegal transportation of liquor from the distillery.
